Generally, the minimum age to rent a vehicle in Canada is 21, except in Saskatchewan, where it is 18. Note that in most provinces you are able to rent a car if you are over 21 years old, however an Underage Fee will apply to those under 25, which may be subjected to tax and surcharges. In addition, restrictions on the size and type of vehicles will apply to renters between 21- 24 years old.

To avoid paying for an age surcharge, the primary renter and any additional drivers of the vehicle must be at least 25. Certain specialty and larger sized vehicles may not be rented to drivers between 21-24.

What car rental companies rent under 25?

Below are some car rental agencies that allow renters between 21-24 to drive as long as they pay for the underage surcharge fee.

  • Alamo: The minimum age to rent with Alamo is 21. A surcharge of $25* per day will apply to driver's aged 21-24.
  • Avis: The minimum age to rent with Avis is 21 (except in Saskatchewan, where the minimum age is 18). A surcharge of $35* ($20* in Quebec) applies to young drivers.
  • Budget: The minimum age to rent with Budget is 21. A surcharge of $29.95* - $35* will apply for young drivers. 
  • Dollar: The minimum age is 20 (18 in Quebec), and a surcharge of $25* - $35* may apply.
  • Enterprise: A surcharge of $15* will apply to drivers aged between 21 and 24.
  • Europcar: For drivers aged 21 - 24, an age surcharge of $25* will apply.
  • Hertz: The minimum age to rent a vehicle is 20 (18 in Quebec), and a surcharge of $25* to $30* will apply.
  • Thrifty: The minimum age to rent with Thrifty is 20 (or 18 in Quebec). A surcharge of $30* may apply to young drivers.

Policies on Drivers' Ages

Keep in mind that restrictions on drivers' ages may vary between car rental companies. The principal driver and additional drivers all need to be at least 21 years old and must have a minimum of 12 months of driving experience in order to rent a car. Drivers under 25 will incur an Underage  Surcharge and will not be permitted to rent luxury cars, minivans, specialty vehicles, passenger vans, full-size SUVs or premium SUVs.
